Water Conservation

 

The City of Bingen (along with the City of White Salmon) expects to experience water shortage due to drought.

 

The Governor of Washington has declared the entire state as being in a drought. The City of Bingen has adopted an ordinance that addresses the measures the city will take if a water shortage takes place. The ordinance is summarized below.

 

Stage I - Anticipated Water Shortage - Internal Preparations

The mayor may declare a Stage I water emergency when a water shortage is anticipated but not immediate. Public education efforts will be conducted regarding the benefits and necessity of water conservation.

 

Stage II - Serious Water Shortage - Limited Outdoor Restrictions

A Stage II water emergency will be declared when a water shortage exists where water supplies are impacted and consumption of water must be reduced. Irrigation of lawans and gardens will be restricted to the hours of 6:00 a.m. to 9:00 a.m. and 6:00 p.m. to 9:00 p.m. on all days. Irrigation of lawns and gardens using timer systems will be restricted to the hours of 4:00 a.m. to 9:00 a.m. and 6:00 p.m. to 9:00 p.m.

 

Stage III - Critical Water Shortage - Outdoor Restrictions

A Stage III water emergency will be delcared when a water shortage exists where water supplies re crtically impacted and consumption of water must be reduced. 

  • Irrigation of lawns and gardens will be restricted to the hours of 6:00 a.m. to 9:00 a.m. Irrigation that is on a timer system will be restricted to the hours of 4:00 a.m. to 9:00 a.m. Properties with "even number" addresses will be permitted to irrigate only on "even number days." Properties with "odd number" addresses will be permited to irrigate only on "odd number days."

  • Vehicle washing is prohibited, except for commercial/industrial vehicles where washing takes place on commercial/indusrail property and is necessary for vehicle maintenance. Licensed and permitted car washes are allowed to operate.

  • Driveway, sidewalk, etc. flushing is prohibited.

  • Orchard irrigation is prohibited.

  • Filling wading pools, swimming pools, and hot tubs is prohibited.

 

Stage IV - Extreme WAter Shortage - Outdoor Usage Prohibited.

A Stage IV water emergency will be declared when a water shortage exists where a maximum flow reduction in usage is immediately required. Water available to the city is needed for soley human consumption.

  • All lawn, garden and orchard irrigation is prohibited.

  • Vehicle washing is prohibited, except for commercial/industrial vehicles where washing takes place on commercial/indusrail property and is necessary for vehicle maintenance. Licensed and permitted car washes are allowed to operate.

  • Driveway, sidewalk, etc. flushing is prohibited.

  • Orchard irrigation is prohibited.

  • Filling wading pools, swimming pools, and hot tubs is prohibited.

  • Water consumption is permitted for essential indoor puirposes only.

 

Stage V - Maximum Emergency - No Water Use.

A Stage V water emergency will be declared when there is a significant or complete loss of the available water supply. All indoor and outdoor water usage shall be prohibited until the emergency is lifted.
