BINGEN CITY COUNCIL MINUTES
 

April 19, 2005

 

The meeting was called to order by Mayor Prigel at 7:00 p.m. Council members present: Terry Trantow, Randy Anderson, Betty Barnes, Barbara Kubitscheck and Laura Mann. Clerk Jan Brending and Attorney Tad Connors were present.

Approval of Minutes
Betty Barnes moved to approve the minutes of April 5, 2005. Laura Mann seconded the motion and it was unanimously approved.

Small Works Roster Bids – Fencing
Jan Brending opened two sealed bids for additional fencing at the Public Works facility.

Marty Million Fencing   $2,561.02
Centerville Construction            $2,182.28

Brending noted that the Centerville Construction includes a clause that encountering of rock, etc. will cost extra. She said there is no clause on the Marty Million Fencing bid.

Brending recommended that additional information needs to be obtained to determine if the Marty Million Fencing bid is firm regardless of rock, etc.

Randy Anderson moved that the two bids be clarified and that the Mayor award the bid to the lowest bidder based on clarification. Laura Mann seconded the motion and it was unanimously approved.

Small Works Roster Bids – Restroom Remodel
Jan Brending said that she contacted Chinook Plumbing and requested a review of their bid. She said Chinook Plumbing has responded and their bid includes all items listed in the Pronto Plumbing bid.

Laura Mann moved to accept the Chinook Plumbing bid of $14,770 for the restroom remodel. Betty Barnes seconded the motion and it was unanimously passed.

Brian Prigel said a porta-potty will be brought in while the restrooms are being worked on.

Small Works Roster Bids – Irrigation
Jan Brending opened three sealed bids for the irrigation system at Daubenspeck Park.

Brian Prigel asked Brending how much the bids for the restroom remodel and irrigation total based on low bids. Brending said they total $23,077.74.

Brian Prigel noted the City has a $25,000 EDA grant from Klickitat County for the restroom remodel, irrigation and electrical enhancements.

Jan Brending noted that when the City applied to the county it had identified matching funds which would likely come from the Community Development Fund.

City council members discussed the possible electrical upgrades. Brian Prigel noted that some electrical upgrades may be needed at the park to accommodate the well rehabilitation that will be taking place in the next month.

Randy Anderson moved to award the bid for irrigation to Landmark Landscaping at $8,307.74. Terry Trantow seconded the motion and it was unanimously passed.

Fordyce Water Association Consultant Selection
Jan Brending said the City received two proposals for developing the water management plan for Fordyce Water Association. She said the proposals were reviewed by herself, Paul Poknis of Fordyce and Skip Rand of RCAC. Brending said the two proposals were very close and the deciding factor was that Anderson-Perry is the engineer of record for the construction side of the project.

Betty Barnes moved to allow Brian Prigel to negotiate a contract with Anderson-Perry with a not to exceed amount of $20,000. Barbara Kubitscheck seconded the motion and it was unanimously passed.

Building Official Services
Jan Brending presented information to the City Council regarding Klickitat County’s proposal to provide building services to the cities of Bingen and White Salmon. She noted the City currently has an agreement with Hood River County. Brending said Dean Nygaard has been looking for jobs and is considering his retirement options in both states.

City Council and staff discussed how using Klickitat County for building official services would work.

There was a consensus that staff and the Mayor should meet with Don Struck and Skip Grimes of Klickitat County and Linda Jones and Wil Keyser of White Salmon to discuss how the process would work and to see if issues can be resolved.

Mayor’s Update
Retirement Reception – Louis Geschwint
Brian Prigel said that he thought the retirement reception for Louis Geschwint went really well. He said that he announced on the radio broadcast that he is appointing David Spratt as fire chief. Prigel said he will be sending some information out to the newspaper later this week.

Jefferson Street Bridge
Brian Prigel said that a draft scope of work for engineering services has been developed for the Jefferson Street Bridge.  He said that he would like to get a sense from the council as to whether they consider it worthwhile to evaluate the options for repairing the bridge and for replacing the bridge.

There was a consensus from the city council that the engineering services scope of work should focus on replacing the wood bridge with a concrete bridge.

Community Pride Week
Brian Prigel said Community Pride Week is scheduled for the week of April 25. He said the city will be picking up to 5 bags of yard/garden debris during the week.

Fish Processing Site
Brian Prigel said the Corps of Engineers met with the City of White Salmon and Tom Hons regarding the development of a fish processing plant on property located east of the campground off of Highway 14.

Prigel said White Salmon will be installing a sewer line on the north side of the Highway to McDonald’s to accommodate the plant. He said the work is expected to be done in the fall.

Parking Sign – Viento
Jan Brending said that the property owners of the old Windermere building and the Viento building would like to put a “Parking for Customers Only” sign on the fence that surrounds the parking area behind the buildings off of N. Alder. Brending said the sign references parking only for Viento and Gorge Tasting Room. She said she believes the Gorge Tasting Room will be separate facility from Viento. Brending said she has suggested to the applicant that the sign reference the parking lot so that it does not seem to refer to the on street parking along Alder. She said the sign also includes language about violators being towed at the owner’s expense per city code. Brending said the wording will need to be revised because there is no city code governing private parking.

Betty Barnes moved to approve the parking sign with changes referencing the parking lot and deleting the reference to city codes. Barbara Kubitscheck seconded the motion and it was unanimously approved.

Klickitat County Comprehensive Emergency Management Plan and Department
Jan Brending said the council has been provided information regarding the county’s Comprehensive Emergency Management Plan and the creation of a county Emergency Management Department. She said Glen Chipman with Klickitat County will be present at the May 3 meeting to discuss a proposed interlocal agreement and the plan.

Klickitat County PUD – Highway 14 Movement of Utilities
Brian Prigel said Klickitat County PUD will be at the May 3 meeting to discuss additional billing the city has received from the PUD for moving the electrical lines on Steuben to Depot Street.

Barbara Kubitscheck
Barbara Kubitscheck announced that she will be getting married and will not be present at the May 3 meeting. She said her last name will be changing to Hylton.

Vouchers
Vouchers audited and certified as required by RCW 42.24.080 and expense reimbursement claims certified as required by RCW 42.24.090 as of this date April 19, 2005. The council by unanimous vote does approve for payment the following list: warrants 6664 through 6693 totaling $121,288.93 and   payroll warrants 6228 through 6248 totaling $12,949.18 and manual warrants 501033 and 6662-6663 totaling $14,643.19 for a total of $148,881.30: Current - $58,409.66; Street - $1,385.88; Street Construction and Maintenance - $60,029.22; Water - $3,205.64; Sewer - $2,012.77; Treatment Plant - $4,727.40; Dallesport Treatment Plant - $4,877.34; Dallesport Billing Trust Fund - $14,233.39.

At 9:10 p.m. the Council adjourned.
