BINGEN CITY COUNCIL MINUTES
 

April 5, 2005

 

The meeting was called to order by Mayor Pro Tem Terry Trantow at 7:00 p.m. Council members present: Terry Trantow, Betty Barnes, Barbara Kubitscheck and Laura Mann. Council members absent: Mayor Brian Prigel and Randy Anderson. Clerk Jan Brending and Attorney Tad Connors were present. Audience: Stuart Watson, Kurt Patterson, Brandon Walter, and Tim Hearn.

 Approval of Minutes – March 1 and March 15, 2005
Changes were noted to the March 1 council meeting minutes as follows:

·        Page 2, 7th paragraph, first sentence, removed the word “said” after Betty Barnes.

·        Page 2, 7th paragraph, third sentence, change “comment” to “common”

·        Page 3, 4th paragraph, last sentence should read “Mann said it needs to be better organized in the future to protect people and property.”

·        Page 3, last paragraph should read “Betty Barnes and Barbara Kubitscheck volunteered to assist with the putting together of a reception.”

·        Page 4, last paragraph should read “Brian Prigel said Bell Design will provide the City with engineering services regarding the Jefferson Street Bridge.”

·        Page 5, last sentence should read “At 9:10 p.m. the Council adjourned.”

 Changes were noted to the March 15 council meeting minutes as follows:

   ·        Page 1, 2nd paragraph should read “Laura Mann thanked the city staff for placing a picnic table and trash can near the playground equipment at Daubenspeck Park.”

·        Page 2, 9th paragraph, change date of March 15, 2006 to March 15, 2005

·        Page 2, 11th paragraph, change “Betty Barnes” to “Barbara Kubitscheck”

·        Page 4, last sentence should read “At 9:20 p.m. the Council adjourned.”

Betty Barnes moved to approve the March 1 and March 15, 2005 council meeting minutes as amended. Barbara Kubitscheck seconded the motion and it was unanimously approved.

Sign Application – Nature’s Pine
Jan Brending said the city has received a sign application for Nature’s Pine located at 920 East Steuben. She said the business makes handmade pine furniture and will have a show room. Brending said the proposed signage complies with the City’s sign ordinance. She noted a building permit will be required. Brending noted that Kurt Patterson owner of Nature’s Pine is available for questions.

Barbara Kubitscheck moved to approve the sign application for Nature’s Pine. Laura Mann seconded the motion and it was unanimously approved.

Sign Application – Viento
Jan Brending said the city has received a sign application for Viento a new restaurant to be located at 216 W. Steuben, the old Northshore Bar & Grill building. She said the proposed signage complies with the City’s sign ordinance. Stuart Watson was present representing Viento and showed the City Council the material out of which the sign is made of. Brending noted a building permit will be required to install the sign.

Betty Barnes moved to approve the sign application for Viento. Barbara Kubitscheck seconded the motion and it was unanimously approved.

Small Works Roster Work – Fencing
Jan Brending noted that the city did not receive any bids on its fencing project. She suggested the project be rebid trying to reach additional contractors.

Small Works Roster Work – Daubenspeck Park Restroom Remodel
Jan Brending said two sealed bids were received for the Daubenspeck Park Restroom Remodel. The bids were opened and read:

            Chinook Plumbing        $14,770.00
            Pronto Plumbing           $24,649.00

Jan Brending said more detail was provided in the Pronto Plumbing and suggested that clarification of Chinook Plumbing’s bid was needed to ensure the bids were comparable.

Betty Barnes moved to table a decision on the Daubenspeck Park Restroom Remodel until the April 19 council meeting so that clarification could be obtained from Chinook Plumbing. Barbara Kubitscheck seconded the motion and it was unanimously approved.

Stonecliff Annexation Update
Jan Brending provided the City Council with an updated annexation map and legal description for the Stonecliff Annexation under consideration by the City of White Salmon. She said that Stonecliff Development has deleted some of the property being considered for annexation including a portion that was recommended by Mayor Brian Prigel for deletion. Brending noted that it is possible that a development agreement may be presented to the White Salmon City Council at its council meeting on Wednesday evening.

Vouchers
Vouchers audited and certified as required by RCW 42.24.080 and expense reimbursement claims certified as required by RCW 42.24.090 as of this date April 5, 2005. The council by unanimous vote does approve for payment the following list: warrants 6626 through 6661 totaling $$41,134.88 and   payroll warrants 6214 through 6227 totaling $14,388.95 and manual warrants 6625 totaling $16.84 for a total of $55,540.67: Current - $27,100.79; Street - $3,248.12; Water - $11,017.71; Sewer - $1,477.20; Treatment Plant - $7,471.72; Dallesport Treatment Plant - $5,225.13.

At 7:30 p.m. the Council adjourned.
